If so, the FAMILY SELF SUFFICIENCY PROGRAM
may be for you! The goal of the Family Self-Sufficiency Program
(FSS) is to assist you in obtaining and maintaining successful
employment and free yourself of being reliant on public cash
assistance. The FSS Coordinator at Delaware Metropolitan
Housing Authority (DMHA) will assist you in determining the
goals you wish to achieve and will help you in eliminating the
barriers that keep you from reaching your goals. Some possible
goals may be furthering your education, job search training,
budgeting and household management and any other goal that may
be helpful in obtaining successful employment.
Part of the initial FSS process is for you to
complete a “Needs Assessment”. This helps you determine what
your interests, needs and goals are. It also targets what
services you and your family needs to become self sufficient.
After you and your family are accepted into
the FSS program, a “Contract of Participation” is signed by you
and the FSS Coordinator. This contract explains the social
services that are available to you and explains the rules of the
FSS program. It also explains the obligations of the family
while they are participating in the program. Some of the
obligations include seeking gainful employment, abiding by the
rules and regulations of the Section 8 Housing Choice Voucher
Program and following the “Action Plan”. The Action Plan is
YOUR plan for success and employment. Your action plan will
list your goals for self sufficiency, and the actions are needed
to achieve your goals. It also lists the social services you
may need to assist you in realizing your goals.
FSS is a five year program. One of the
benefits of the program is that an escrow account is created for
you. During the term of the program, your portion of rent will
increase as your income increases. Money will be deposited into
your escrow account as this happens and the balance will grow
until the program is complete and you have reached your goals.
The money in the escrow account then becomes yours to use as you
see fit, possibly as a down payment on a house, purchase a new
car or any purpose in becoming self sufficient.
